The Software comes in several levels from Basic through to Full-Featured. As such, the more basic (simple) levels do not normally include a Vectorizer.
To check this select an image (picture) in the designing area of the Software (you may need to drag and drop or import an image) and from the Images (menu) you will see Vectorize or Trace Image.
If this menu item is not present then the level of the Software installed does not include Vectorizing (tracing). If you require this feature please consider upgrading to a higher level of the Software.
